There are plenty of tutorials if you google your specific flavor of windows. Ultimately it looks like JackDmp is the esl for audio routing for sure - give it a shot and i am sure you will be pleased with the results.

I do not have that choice, I would have bundled with Serato or other sound card dedicated to the Time Code. If you're running windows, try turning off USB selective suspend.
